Luis was born in the city of Poza Rica Veracruz, Mexico. He received his professional education in Architecture and Design; after college, he entered started working in the local and state governments. He emigrated to the United States in 2018, where he began volunteering with Latino groups and organizations in Las Vegas, Nevada.

Taking into account his experience and migration process, he began working at MFV as a citizenship organizer, supporting and motivating people to complete their N-400 form and teaching a study circle for the American citizenship exam.
